无法执行 MCC 切换操作，配置复制服务未就绪

问题描述

• 如果集群配置复制运行不正常，则无法执行 MCC 切换操作

ClusterA::> metrocluster operation show 
    Operation: switchover
      State: failed
    Start Time: 2/26/2021 14:37:37

      Errors: Failed to set up the node and cluster components for the switchover operation.
          ClusterA(fatal): Configuration replication service is not ready in cluster "ClusterA".
                  Wait a few minutes, then try the command again.

• 两个 MDV 卷均不用于存储复制

ClusterA::> metrocluster check config-replication show
