尝试通过ONTAP Deploy更新容量层或容量池许可证将失败、并显示以下错误：

Error[400]:ClusterNotReachable
The operation cannot proceed because cluster "selcet-cl1" does not respond to ping requests.
 
集群刷新也会失败、并显示相同或类似的错误。
