集群对等创建失败，出现"RPC: Remote system error"

问题

尽管网络 ping 测试成功，但两个集群在建立对等关系时遇到问题

cluster peer create 命令失败，导致以下消息：

cluster2::> cluster peer create -peer-addrs 10.64.23.34,10.64.23.35
Error: command failed: Using peer-address 10.64.23.34: An introductory RPC to the peer address "10.64.23.34" 
failed to connect: RPC: Remote system error - Operation timed out.
Verify that the peer address is correct and try again.
