ONTAPI to 10.10.10.10 using account "DOMAIN\user" failed. the underlying connection was closed: An unexpected error occurred on a send.

08/30/23-08:10:43.615Z Problem fetching vserver LIFs from mgmt-lif  xxx.xxx.xxx.xxx
08/30/23-08:10:44.366Z Error 10061: Can't connect to host (err=10061).
