MetroCluster Tiebreaker 重新启动后可能会报告不正确的监控状态
如果 ISL（站点间链接）没有被切断，那么这个错误可能会发生

例子：
MetroCluster: ClusterA
   Disaster: false
   Monitor State: All Links of cluster "ClusterA" to its DR cluster is severed
   
MetroCluster: ClusterB
   Disaster: false
   Monitor State: All Links of cluster "ClusterB" to its DR cluster is severed
