停用卡在禁用网关节点的外部服务

问题描述
停用网关节点后，"停用"页面将显示步骤disable external services，并且不会继续
在停用节点上，/var/local/log/bycast.log报告：

在 bycast.log 中报告的 IP 地址不是任何网格节点上使用的已知 IP 地址
