添加到现有集群后， AFF A400 集群端口关闭

问题描述
- 将 AFF A400 HA 对添加到使用 BES-53248 交换机的已有交换集群时，集群端口 E3A/e3b 不会启动
- 节点重新启动不会启动端口
- 我们会在 EMS 日志中看到以下消息
localhost ERROR netif.sfpNotSupported: The SFP+ or QSFP+ module (not supported ) installed in e3a is not supported with this network interface.
