在第一次节点升级接管期间、源集群上的所有SVM均处于stued.

示例(VSERVER-INFO.XML )：

Vserver管理状态 Vserver运行状态 Vserver Operational State已停止原因 配置锁定
正在运行 已停止 cluster-reboot—完成 true
