CONAP-67204：缺少用于创建身份验证密钥的REST API

问题描述

Authentication keys are used to authenticate the user to a self-encrypting drive (either a SED or FIPS drive).
For a storage virtual machine (SVM) that uses direct KMIP (external key manager) on the admin SVM, there is a CLI command [security key-manager key create] to create an authentication key.
There is no REST API to create an authentication key on an SVM that uses direct KMIP (external key manager) .
