COTTP-448222：根据保留设置、集群配置备份未被删除

问题描述

根据备份保留设置、未在节点上删除集群配置备份。  默认情况下、系统每个(8小时、每天和每周)计划只应保留2个备份。
此外、还发现system configuration backup show命令不会列出保留配置备份的节点上的备份文件。
