CONSTP-37441：配置复制失败会降低SVM的状态并导致切回失败

问题描述

• 如果配置复制失败、则Storage Virtual Machine (SVM)配置状态将变为降级。
• 如果此时执行切回、则切回将失败、并显示以下错误：
  "Failed. to validat the node and cluster components before the switchback operate. cluster-SiteA (non-overri可 覆盖否决)：Internal error。
  由于配置复制失败、Vserver配置状态设置为"已降级"。原因：MetroCluster Vserver流操作失败。
  运行"vserver MetroCluster vserver show -configure-state deaded -fields CORCORCORCORCORCORCORCORCORCORER-action "以查看详细的恢复信息。
