CONAP-404451：如果启用了存储加密、则在卷创建期间跳过Keymgr"检查

问题描述

如果存储加密是集群上唯一启用的加密、则默认情况下、卷将以纯文本格式创建。当前对KMIP配置/状态的检查为冗余。
