COTP-230978：WAFL中的锁定争用

问题描述

获取重新排队的锁定时、WAFL免除线程超时。锁定已被其他WAFL运行线程保持。导致线程超过5秒并导致CPU挂起。
观察到以下崩溃状态：
[崩溃字符串：cpu8上的进程挂起(WAFL) 5002毫秒！在9.13.1P6 (C)上的SK进程WAFL：excess 06中]
