CFBMC-3955：升级BMC固件后出现温度过低警告

问题描述

在将BMC固件升级到11.10或11.7之后、两个节点都会报告控制器机箱(内部磁盘架)偶尔出现的温度不足警告警报。
示例：
[node1: dsa_worker4: ses.status.temperatureWarning:alert]: DS212-12 (S/N SHJGD23189XXXXX) shelf 0 on channel 0a temperature warning for Temperature sensor 11: non-critical status; undertemperature warning. Current temperature: 0 C (32 F). This module is on the rear of the shelf at the top left, on shelf module A.
[node1: dsa_worker4: ses.status.temperatureInfo:info]: DS212-12 (S/N SHJGD23189XXXXX) shelf 0 on channel 0a temperature information for Temperature sensor 11: normal status.
