升级Oracle后无法发现或备份数据库

问题描述
在将Oracle从v.12升级到v.12至18.3后、SCO无法发现或备份数据库。
在SCO UI中、数据库显示为"不可用于备份"、并列出了旧的数据库版本。

备份期间、SPL日志会生成以下错误：
