OTV：升级到 9.13 后设备重新启动时服务未启动

适用于 VMware (OTV) 的 ONTAP 工具 9.13、9.13P1

当设备重新启动时，维护控制台不启动服务：

VMware Tools OVF network configuration not found.

Error obtaining derbydb password information from OVF.

No derby DB password was retrieved during OVF prompts.

This could be due to either an issues with VMware Tools or network configuration issue.
