服务器重新启动时，Windows 上的 Active IQ Unified Manager 升级失败

在 Windows 上将 Active IQ Unified Manager (AIQUM) 从版本 9.14 升级到 9.16P2 期间，AIQUM 服务器重新启动，导致升级失败，应用程序无法访问。症状包括

• AIQUM GUI 升级后无法访问，或仍显示"未运行"状态的旧版本 (9.14)
• AIQUM 服务 (ocie-au, oncommandsvc) 处于"已停止"或"正在停止"状态，无法启动
• MySQL 成功升级到 8.4，但 AIQUM 应用程序文件已损坏
• 日志输出显示错误，例如：
