CAIQUM-7043：如果在Windows Server安装中使用非英语(美国)语言设置、则AIQUM REST采集失败

问题描述

• Windows Server上安装了AIQUM 9.14+
• server.properties的状态为enable
• 添加集群以及从集群采集数据将失败
• au.log:
