CAIQUM-6465：如果维护用户没有sudo权限、则AIQUM 9.14 RHEL无法填充维护控制台菜单

问题描述

AIQUM on RHEL fails to populate maintenance console menu while services are started after being upgraded to 9.14
menu works with stopped service but then authentication for any administrative activity doesn't work
Maintenance user does not have sudo privilege on the server
However the ocum_sudoers file at the location /etc/sudoers.d has all the default entries
Everything works if the ocum_sudoers file is modified as %maintenance_user ALL = NOPASSWORD: ALL which bypasses the security restrictions imposed on maintenance user
This BUG is raised to investigate and add additional functionalities that needs to be allowed in ocum_sudoers file rather than making ALL as NOPASSWORD
