如果 CIFS 用户已打开文件，则无法完成 "cf giveback"

问题描述

无法在连接了通用 Internet 文件系统协议（ Common Internet File System Protocol ， CIFS ）用户的情况下使用 "cf giveback" 完成节点交还。

在 EMS 中，可以看到：

Sat Feb 06 11:46:47 CET [FilerUP: cf_main: cf.rsrc.givebackVeto:error]: Failover monitor: vfiler_low_level: giveback cancelled due to active state
Sat Feb 06 11:46:47 CET [FilerUP: cf_main: cf.fm.givebackCancelled:warning]: Failover monitor: giveback cancelled
