初始传输中断后， NetApp Cloud Backup 无法重新启动初始化

问题描述
- 将卷备份到 CBs 时， SnapMirror 初始化传输会中断。
- 初始化无法重新启动， Cloud Manager " 备份和还原 " 选项卡中的备份状态显示为失败。
- UI 状态中显示的错误消息
