FabricPool在节点重新启动或网络维护后不可用

问题描述
- 由于ONTAP升级等维护、节点会重新启动
- 对象存储将被标记为不可用、冷分层数据不可访问、暖性能层数据访问正常
- EMS日志中记录的错误会指出、在进行恢复后、对象存储在启动时不可用
