SCE 安装失败，并在 SMCore_Install.log 中显示错误：

ERROR: Failed to Bind the port with SSL Certificate

WiXCSCA: BindPortSSLCertificate: GenericProcessFn_Execute: Execution Command: netsh http delete sslcert ipport=0.0.0.0:8145

WiXCSCA: BindPortSSLCertificate: GenericProcessFn_Execute: ERROR: Expection: System.ComponentModel.Win32Exception (0x80004005): Access is denied
